Summary:
Mafia is rife in America where assassinations are a regular occurrence on the streets. Inferno, a mysterious company, is behind most of these dealings through the use of their near-invincible human weapon, "Phantom."
One day, a Japanese tourist accidentally witnesses Phantom’s latest murder. Desperate to escape, the tourist hides in a secluded building. However, Phantom, revealed to be a young woman named Ein, and the leader of Inferno ‘Scythe Master’ captures the tourist and brainwashes him.
Given the name ’Zwei’, this once peaceful tourist is now a puppet of Inferno with no memories. Drawn into a world of lies, deceit, and violence, Zwei must fight to survive, hopefully to one day regain his memories and escape from this world where he is constantly on the brink of death.

Honestly, I accepted way more action scenes and more intelligence involved. 
What I liked about this anime was probably the fact that it not only had different guns involved  but also knife skills and normal combat fighting. Really love how they made real reference to gun models, and also the fact that each main character had their own favorite guns. Really liked how there was an unexpected twist in the story. That, I totally did not expect. Really love the normal high school student episodes, though I really think they should have showed us more about Elen's and Reiji's relationship with their friends and classmates.

What I did not really like about the anime was probably the fact that the supposedly died characters keep coming back alive. I think that such things could only be used once. However, this anime had this kind of thing happening twice. The first time, they actually did give it some suspense, which made it really like when Reiji (Zwei) came face to face with Elen (Ein). Where else in the 3rd arc, they just told us pretty much almost immediately that Cal (Drei) was alive. Also, I found that it was unrealistic to have Cal all grown up from a little girl in just 2 years. What really BUGGED me the most was the fact that the battle between Cal and Reiji was so pathetic. I was really anticipating their battle, and when it turned out that way I was kind of pissed, since I really wanted to know how Reiji would fight against someone who is equally as strong and fast as himself. Found that they should have also dragged on the fight between Elen and the other two "Phantoms" (in the last fighting scene), It seemed to unreal that she was able to over power two of them within such a short time. Also, the part where intelligence was suppose to be shown (about fighting) where totally separated from the actual fight itself. Cal's action was also a huge question mark. She wanted to kill Reiji so badly. But when she died, the whole thing seemed really pointless, because all of a sudden she was really happy(?). Kid of disappointed that they did not have a scene where Reiji sees his parents, because I'm pretty sure all kids will miss their parents.

The ending was a huge question mark itself. They should have at least told us who shot Reiji.
Really found that the first arc was still the best. The 2nd arc had way to much talking, while the 3rd arc was way to fast paced. Found that they had way to many flash back episodes. Could have used it to properly have more action scenes.

I did not like the Seiyuu (voice actor) for Cal. I thought she should have a more normal voice, and later, a playful touch to it. This seiyuu's voice is way to unique for Cal. (I'm pretty sure she was the one that voiced Hakase in Zetsuen no Tempest, she also had roles in many anime. The ones I know is in Kokoro Connect, Psycho Pass, Zettai Karen Children and Zettai Karen Children: The Unlimited if I'm not wrong.)

I don't really like the way they draw the girl's eyes. Other then that, I actually liked the way they drew Reiji.
